Amentum Subcontract Administrator (Remote) in Chantilly, Virginia

Amentum is looking for a Subcontract Administrator to support all phases of subcontract administration, including cost proposal review and procurement activities. You will work for subcontract personnel, establish work schedules, and review and provide input on personnel performance evaluations. You will be responsible for ensuring compliance with government policies and procedures.

Daily duties for this role:

  • Provide a single point of contact from proposal through subcontract award, performance, and closeout for the administration of subcontract agreements and performance of subcontractors as assigned.

  • Contribute to risk mitigation and cost mitigation strategies as required in the management of subcontract agreements.

  • Contribute to sourcing decisions for subcontracted services, considering both best value and lowest price approaches.

  • Manage subcontract agreements with subcontractors performing domestically and internationally.

  • Effectively manage competing priorities within the program to support task order proposals, operational execution, and Amentum corporate supply chain objectives. Perform liaison function between internal stakeholders and subcontractors.

  • Coordinate, develop, and produce subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications, and correspondence.

  • Coordinate, develop, and produce procurement documentation such as acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.

  • Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and provide support for discussions and negotiations.

  • Maintain subcontract files. Monitor and track subcontractor deliverables.

  • Review and process purchase requisitions.

  • Coordinate with accounting and finance department in administering subcontract invoicing and payments, job cost management, contract audit/filing, and closeout process.

  • Develop and maintain procurement files. Monitoring and track subcontractor deliverables.

  • Ensure compliance with governmental law and divisional policies on contracts and procurement.

  • Ensure subcontract requirements are met, monitor cost status, assist in cost management, and coordinate issue resolution with customers.

  • Ensure the management of subcontract file(s), prepare and control of all modifications and correspondence.

  • Monitor small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business activities/fairs.

  • Negotiate terms and conditions with subcontractors.

  • Ensure cost or price analysis is conducted and adequately documented to ensure fair and reasonable price.

  • Enter subcontract information into the Costpoint accounting system.

  • Close out subcontracts.

Minimum Requirements

  • Bachelor's Degree in Business Administration (B.A.) or related is required. 2 years of experience in subcontracts, procurement, or a related field may be substituted for each year of the 4 years of college.

  • 3 years of experience in subcontract administration.

  • Excellent communication and negotiation skills and working knowledge of word processing, database, spreadsheets, and integrated software applications.

  • Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFAR).

  • Ability to negotiate and make quick decisions.

  • Ability to perform price and cost analysis.

  • Ability to work independently and in a team environment. Ability to work onsite and remote.

  • Ability to travel CONUS and OCONUS. Ability to obtain a United States Passport.

  • Ability to obtain a secret US government clearance. Note: US citizenship is required to obtain a secret clearance.

Preferred Qualifications

  • At least 3 years of experience in subcontract administration in support of Department of Defense and/or U.S. Navy programs.

  • Knowledge working in Costpoint.

  • International customer experience and ability to understand requirements necessary to engage with foreign entities.
