Amentum Counter-small Unmanned Aerial Systems (C-sUAS) Program Manager in Fredericksburg, Virginia
Join Amentum’s growing Counter-Uncrewed Systems (C-UxS) portfolio and help lead a critical effort to protect United States Marine Corps (USMC) installations around the world! Amentum is actively seeking a seasoned Program Manager with government contract administration experience to execute a global counter small-unmanned aerial systems (C-sUAS) base protection effort supporting the USMC. The successful candidate will drive project success in collaboration with USMC Ground Based Air Defense leadership, USMC base Commanders and staffs, C-UAS industry vendors, and other subject matter experts and supporting contract organizations. The position is anticipated to be located on-site in Fredericksburg, VA.
This is a contingent position with notification anticipated winter 2024.
Essential Responsibilities:
Maintain responsibility for all aspects of contract execution. The Program Manager will be the primary point of contact with the United States Government to ensure effective contract execution.
Lead program activities spanning site-specific requirements refinement, tech selection, installation and integration, personnel hiring and management, facilities management, global logistics, subcontracting and procurement, security, safety, permitting, staff and customer training, and other efforts as required.
Perform management level customer interface, including responsibility for contract deliverables, development of responses to Requests for Quotes, subcontract terms and conditions, statements of work, purchase requests, and overall task execution.
Hire and manage key program support and project engineering and operations staff in alignment with Amentum and contract HR direction to meet project requirements.
Supervise, coach and lead technical and non-technical staff to ensure maximum productivity and performance.
Continuously and proactively identify and mitigate contract cost, schedule, and performance risks in close collaboration with relevant project stakeholders.
Monitor program’s progress against comprehensive contract and organizational requirements to ensure the highest possible quality outcomes.
Review all contract documentation for completeness and accuracy prior to submission to Government.
Develop purchase orders and track project contract acquired property from delivery through final acceptance by government.
Work closely with Amentum leadership on program operations and financial reporting and overall C-UxS portfolio development.
Other activities as directed.
Minimum Requirements:
Must possess an active U.S government Secret security clearance with ability to obtain a Top Secret clearance.
8+ years relevant experience with Master’s degree or 12+ years of relevant experience with Bachelor's degree.
Working knowledge of C-UAS industry, vendors, threats, and TTPs used to detect, identify, track, and mitigate group 1-2 UAS.
Knowledge of DoD, DHS, or similar C-UAS efforts during the last eight years.
Demonstrated knowledge in planning, organizing, and prioritizing multiple tasks for large complex domestic and international programs/projects.
Experienced in leading, directing, decision-making, communication, presentation, and interpersonal skills to effectively lead cross-functional teams.
Experienced in contract management and program/project financial management.
Experienced in DoD Planning, Programming and Budgeting System, and proven ability in fiscal and business management.
Ability to correctly interpret and direct the accomplishment of Performance Based contract requirements.
Proven ability to develop, collect, analyze, and report personnel requirements, configuration management, quality assurance, integrated logistics, engineering, warehousing, material management and maintenance activities.
Proficiency with Microsoft Office and MS Project.
Up to 10% non-local travel may be required.
Preferred Qualifications:
Project Management certification (PMP, etc)
Active Top Secret security clearance
