Amentum Persistent Cyber Training Environment (PCTE) Subject Matter Expert (SME) in Norfolk, Virginia

Amentum is currently seeking a PCTE SME to provide Cyberspace Operations (CO) virtual training development (VTD) support. Training and development will take place within the virtual environment in support of the USN Information Professional (IP), Information Warfare (IW), and enlisted equivalent operational training community needs.

Job Duties and Responsibilities:

  • Provide support to planning processes by which all VTD-related training exercises are developed following specified timelines and planning and execution of Government-selected event(s) leveraging VTD; prepare, document, and maintain after action reports (AAR) for each event supported.

  • Apply specialized subject matter expertise of VTD systems in the community and identify operational use cases to further increase efficiency and assessment accuracy.

  • Provide configuration management of any deliverable supplied to the Government to ensure stability and consistency of the training products. Given a specified configuration requirement (i.e., a specific U.S. ship or shore-based local area network configuration) supporting an operational or training need, manage and adjust system (virtual) configuration to satisfy the operational need according to stated measures of effectiveness.

  • Provide Modeling & Simulation (M&S) field advisory expertise focused on the infusion of VTD capabilities with other M&S functional areas (other than training).

  • Provide M&S field advisory support to the planning and execution of VTD simulation-related events/demonstrations consistent with all applicable military service doctrine, DoD directives, Federal guidelines, authoritative guidance, and DoD regulations.

  • Develop Warfare Tactics Instructor (WTI) Training, advanced exercises, doctrine and formal course content based on fleet requirements.

  • Participate in VTD-related planning conferences and exercises/events.

  • Develop, validate, document, and deliver constructive, interactive, and virtual models for use in VTD analysis and test exercises/events.

  • Support product development, evaluations and create recommendations for the acceptance of instructor-led and self-paced training supporting NIWDC-sponsored cyber/IT-related courses.

  • Provide technical and engineering services to install and integrate new and existing simulators and simulations, equipment, and other training and support equipment onto the VTD physical and virtual systems as required. Provide engineering and technical support in conducting training system and software test and evaluation of all operational and functional aspects of VTD simulations, simulators, and equipment.

  • Deliver all software code and deliverables implemented for each release and ultimately, prior to the end of the contract period of performance for review/acceptance by the Government.

  • Work with Government personnel to optimize the performance of the existing system and services. Assist with coordinating the training delivery schedule consistent with product selection and the approved fielding schedule; identifying and assessing training support requirements, computer-based training (CBT) modules, scenario/Master Scenario Events List (MSEL) development, table-top exercises, and/or other training materials that will ensure user proficiency and product/equipment supportability and effectiveness; preparing and conducting workshops, seminars, and study groups directly pertaining to leveraging VTD capabilities.

  • Conduct post exercise effectiveness analysis and evaluations on all cyber-related exercises leveraging VTD capabilities; Provide lessons learned input to NIWDC, as well as any Navy or other Joint Service components, Service Headquarters, or any Federal, state, and local Government organizations participating in and conducting integrated operations leveraging VTD as required by the Government POC.

  • Provide expertise and assistance in the development of operational procedures, and advanced tactical IW Cyberspace Operations training events. Support includes review intelligence analysis on threats impacting CO to support Urgent Operational Needs Statements (UONS; Day-to-day management of assigned tasks and projects; Coordination with DoD, Service, Federal, and Agency Research Centers as needed to meet advanced training requirements; Analysis of adversary CO capability and development of tactics to mitigate threats and exploit adversary vulnerabilities; CO readiness analysis in support of CO operational requirements, to include scenario development for Strike Group Optimized Fleet Response Plan (O-FRP) cycles; and development of Strategic Concepts and Advanced exercises for CO capabilities aligned with current Navy tactics and operations.

Required Qualifications:

  • Bachelor’s degree or equivalent experience in computer science or cybersecurity-related field and at least 10 years of relevant experience

  • CISCO CCNA certification, Linux OS, Alcatel Switches, VMware

  • Previous experience in delivering cyberspace operations and DoD Information Network (DoDIN) LVC training to DoD customers.

  • Experience with Cisco routing/switching and networking principles.

  • Experience with domain management (DNS, DHCP, web servers, MS Exchange servers).

  • Experience with security appliances - firewalls, IDS/IPS, web proxy, HBSS.

  • Experience with virtualization in cloud architecture (AWS, AZURE OPEN STACK, etc.)

  • DIACAP (certification and accreditation) experience

  • Adobe Captivate or other interactive content developer

  • Ruby or derivative or Puppet

  • JAVA

  • XML

  • Must have knowledge including but not limited to the following areas. Department of Defense Information Network (DODIN) OPS, Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), Blue Hunt Capabilities, Assured Compliance Assessment Solution (ACAS), Host Based Security System (HBSS), Vulnerability Remediation Asset Manager (VRAM). Virtual Secure Enclave (VSE), Maritime Cyberspace Situational Awareness (MCSA), Integrated Navy Operation Support System (INOSS), Sharkcage and Situational Awareness Boundary Enforcement Response (SABER).

  • Familiarity with the following: USN cybersecurity policies and USN cyber-related organizations (NIWDC, FCC/C10F, NAVIFOR)

  • Must have an active TS/SCI US Government Clearance. Please note US Citizenship is required to maintain a TS/SCI US Government Clearance.

Preferred Qualifications

  • Minimum twelve (12) years of recent experience in CO preferred, to include performing responsibilities at the Navy Enlisted E-6 or above. Shall have knowledge and understanding of applicable technical concepts and practices in order to support CO readiness across DOTMPLF (Doctrine, Organization, Training, Materiel, Personnel, Leadership, and Facilities).
