Amentum Procurement Manager - Haiti in Port-Au-Prince, Haiti
Amentum, a large government contract company, is seeking a Procurement Manager for a pending contract award in Haiti.
POSITION SUMMARY
The Procurement Manager is responsible for leading project procurement and materials management teams and is accountable for the performance of purchasing, subcontracting, expediting, logistics, and materials management on the assigned project(s).
ESSENTIAL REQUIREMENTS
Basic skills in the development of materials management strategies.
BasIc understanding of construction means, methods, and sequences.
Exhibits ability to supervise a team. Assumes mentoring role as requested.
Drafts and implements project materials management execution plans, and staffing plans.
Basic understanding of the use of critical path schedules to develop goals and staffing plans.
Assigns tasks to materials management personnel and ensures conformance to budget and schedule.
Basic knowledge of types of contracts to be used for the materials, equipment and services required.
Analyzes supplier information to assess cost and schedule risks.
Reviews and approves negotiation strategy and leads negotiation meetings.
Works with the Legal Department to determine prime contract flow-downs, and to resolve supplier or subcontractor exceptions to terms and conditions.
Reviews and approves client approval packages.
Reviews and approves purchase orders and subcontracts.
Reviews supplier or subcontractor disputes/claims and works with management to resolve them.
Reviews project control reports relative to staff productivity and earned value, and takes appropriate actions.
Provides procurement and materials management support to company proposals; obtaining pricing from suppliers and developing strategies and plans.
Seeks appropriate counsel from upper management as required.
Perform all other position related duties as assigned or requested.
The Procurement Manager shall be available within 2 hours to meet on the installation with Government
personnel to discuss problem areas.
QUALIFICATIONS
A minimum of three years (3) previous experience at a military installation with similar mission/project in scope and nature, preferably in a government contract support role, in engineering, construction, maintenance projects or operating industrial facilities performing procurement and materials management functions
Proficient in one or more areas of purchasing, expediting, subcontracting, logistics or site materials management
Previous work experience in an austere OCONUS environment with a multi-national workforce
Excellent organizational and time management skills
Strong computer skills, specifically in Microsoft Word and Excel
Valid US or local driver's license and US passport
Must be able to obtain and maintain facility credentials/authorization. Note: US citizenship is required for facility credentials/authorization at this work location.
Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment as required
Country visa (as required in line with the U.S. Department of State Foreign Clearance Guide)
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Strong management skills
Experience providing excellent customer service in supporting contract responsibilities
Ability to work in a fast-paced environment handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules and under pressure of deadlines while maintaining performance standards
Skills such as walking, running, climbing, crawling, and jumping and other similar physical activities.
Ability to endure extreme climate conditions and be able to work in an outdoor setting
EDUCATION / CERTIFICATIONS
High school or equivalent experience.
Preferred: Bachelor’s degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience.
WORKING AND LIVING CONDITIONS
This position may be located in an environment with harsh and dangerous working and living conditions. Employees must be willing and able to perform regular job requirements in this environment. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
