Job Responsibilities/Duties

The Closure and Interim Measures group (C&IM) is focused on providing characterization and regulatory documentation, and technical analysis required to support eventual closure of tank farm facilities and to protect the health of the public and the environment. C&IM is responsible for developing the documentation necessary to support Hanford Single Shell Tank (SST) closure and interim measures under the RCRA, Department of Energy (DOE) Order 435.1, and the Hanford Tri-Party Agreement; conducting field investigations to delineate soil and groundwater contamination within the Hanford SST tank farms; Performance Assessment modeling in support of DOE Order 435.1 and RCRA corrective action and closure activities; and managing the design, development and implementation of interim measures and tank closure activities within the Hanford SST tank farms.

As the Closure Regulatory Manager, reporting to the group manager, you will be responsible for developing strategic approaches and leading technical consulting efforts to the DOE, the Washington State Department of Ecology (Ecology), other regulators and various stakeholders related to Hanford Site Closure activities. The successful candidate should have a strong background in the preparation of regulatory documentation associated with RCRA/CERCLA at the Hanford Site. In addition, the candidate will assist with C&IM operations and financial management and lead regulatory strategy initiatives. Authority includes managing staff, assignments of personnel, assignments of work scope, salary actions, evaluations, training needs, and other activities as directed.

The Closure Regulatory Manager's responsibilities include but are not limited to the following:

  • Lead a growing staff of regulatory professionals, engineers, scientists, technical leads, and project managers.

  • Lead preparation of regulatory and-or technical documentation to meet HFFACO requirements, conduct document research as required, support document reviews, and provide support for meetings among WRPS, DOE, Ecology, and/or stakeholder staff.

  • Oversees and directs the activities of staff within the group or matrixed to others, as well as providing leadership in all aspects of day-to-day work.

  • Line management responsibility for C&IM, including personnel and the assigned technical work scope.

  • Cost Account Manager (CAM) for selected C&IM accounts.

  • Taking ownership of the successful completion of all phases of the projects executed by the C&IM team.

  • Manage assigned scope and subordinates by ensuring adequate resources are provided, assigning, and tracking tasks, evaluating personnel performance, and providing professional development opportunities.

  • Communicating effectively with senior management on status of key activities, issues, and resolutions.

  • Developing and maintaining productive working relationships with WRPS support groups, DOE staff, WA Ecology, and other Hanford regulators.

  • Communicating requirements to other WRPS organizations and ensuring their efforts are appropriately integrated to achieve successful delivery of the C&IM portfolio.

  • Lead the development of baseline schedule and cost planning and ensuring that Closure Regulatory staff deliver all products within baseline cost and schedule parameters.

  • Lead training opportunities, as appropriate, for staff, especially on aspects of DOE Order 435.1 and RCRA Corrective Action and Closure processes.

  • Develop strategies for improving DOE and regulatory interface, communication, and stakeholder engagement.

  • Lead teams on the evaluation of data to determine the nature and extent of soil contamination and development of data quality objectives and work plans to characterize soils in tank farms.

  • Lead teams on the evaluation and development of corrective measures, and closure technologies for their potential to cost effectively advance the tank farms closure mission and reduce program risks.

  • Present technical information about closure and interim measures activities to staff, WRPS senior management, DOE, Ecology, EPA, NRC, tribal nations, stakeholders, and the public.

  • Guide requisition planning and preparation / review of solicitation documents for sub-contractors.

  • Integrate and collaborate with other technical organizations including sub-contractors, national labs, DOE, Ecology, and site contractor's staff to meet assigned work scope.

Required Qualifications

Grade 21:

B.S. in an Earth Science or Engineering field (e.g., Geology, Chemistry, Geophysics, Environmental, Soil Physics, etc.) or related technical discipline;

Twelve (12) years' experience in support of site, soil, groundwater, and-or environmental characterization studies, preparation of regulatory documentation, and development of corrective action and strategic closure planning documentation; With a minimum of 10 years' experience with RCRA and CERCLA field investigations and remedial action, and at least 5 years' experience as a project manager, program manager or technical lead directing integrated project teams.

Grade 22:

B.S. in an Earth Science or Engineering field (e.g., Geology, Chemistry, Geophysics, Environmental, Soil Physics, etc.) or related technical discipline;

Fifteen (15) years' experience in support of site, soil, groundwater, and-or environmental characterization studies, preparation of regulatory documentation, and development of corrective action and strategic closure planning documentation; With a minimum of 10 years' experience with RCRA and CERCLA field investigations and remedial action, and at least 5 years' experience as a project manager, program manager or technical lead directing integrated project teams.

  • Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is greatly increased.

Desired Qualifications

Prior experience interfacing with WRPS Retrieval, Engineering, and Environmental organizations is preferred. Specific expertise in the application of RCRA requirements for facility investigation characterization of subsurface conditions at SST WMAs is desired.

Education and experience related to chemistry and-or chemical constituent / parameter assessment is desired. Experience with the application of earned value management systems (EVMS) and cost account management (CAM) performed for a DOE facility, inclusive of fiscal year baseline planning.

Demonstrated evidence of written communication skills (e.g., through technical documents and presentations).

Must possess excellent and verbal communication skills and be able to convey ideas and information with peers, management, stakeholders, regulators, and other support organizations.

Working knowledge of Hanford Site geologic, environmental, waste contamination, SST infrastructure, and site conditions to support subsurface characterization efforts in tank farm areas.

Knowledge of scientific principles of Hanford Site contaminant fate and transport in the environment associated with radiological, chemical hazards analysis, and regulatory requirements for hazardous waste site remediation. preparation, and results presentation.

Significant prior communication and interaction experience with the DOE, Ecology, and-or U.S. EPA related to Closure Planning, Permitting, and Corrective Action is preferred.

Must have significant experience with development of scientific technical reports, plans, and technical/regulatory position papers.

Must be familiar with Microsoft Office software (Word, Excel, PowerPoint) for data analysis, report preparation, and results presentation.
