Amentum Industrial Manager in Umm Qasr, Iraq

Amentum is seeking an Industrial Manager to provide oversight of industrial operations and processes in support of vessel maintenance and repair for former U. S. Navy and Coast Guard ships sold or transferred to foreign Navies as part of the Foreign Military Sales (FMS) program. The Industrial Manager will coordinate industrial support services associated with the transfer and acquisition, operation, and maintenance of naval vessels, systems, and related ship support infrastructure within their inventories. This position is for a full-time, in-country position. The work location will be at the Iraqi Naval Base in the port of Umm Qasr, Iraq.

Essential responsibilities and daily duties will include:

  • Oversees and manages all aspects of industrial support reporting directly to the Site Manager.

  • Provides oversight of all industrial support resources and operations supporting the Iraq Vessel Maintenance and Repair (VMR) program for tasks outlined in the applicable Statement of Work (SOW).

  • Plan, coordinate, schedule, and execute project plans to establish and maintain a local work force, facility, and the logistics necessary to support FOTS technical work on ships in the host country.

  • Mentor and develop junior workers performing industrial support tasks outlined in the Delivery Order SOW for the Iraq VMR program.

  • Coordinate and investigate complex and diverse logistics and resourcing issues in maintaining a quality work force in country.

  • Assist the Site Managers in hiring and retaining an in-country work force to execute FMS tasking.

  • Liaison with local authorities, logistics, shipyard managers and shops, and U.S. based project personnel to report status of logistics, maintenance, facilities, and/or operational solutions to specific issues encountered.

  • Be the “eyes and ears” of the FMS Program Manager and Regional Manager in-country.

  • Support and coordinate transportation and necessary logistics tasking to ensure efficient operation of the project in-country.

  • Meet with foreign stakeholders to ensure project completion.

  • Provide recommendations to stakeholders for solutions to task, cost and schedule issues as they arise, to ensure completion of assigned tasks on schedule and cost, at a high quality.

  • Ensure that all products and services meet the required quality standards.

  • Interact with technical leads for each area of expertise to monitor task progress, identify issues that impact the project schedule, and implement remedies.

  • Coordinate tasking performed by the local labor workforce (if applicable).

  • Ensures all subcontracted work is completed on time and in accordance with subcontract agreements.

  • Comply with Change Management and Control System requirements to document all changes to the project scope, schedule, and budget, obtain written authorization to execute changes to project scope, and update the Integrated Master Schedule.

  • Utilize computers including the Microsoft Office Suite for reviewing and compiling information for data entry and transferring files and electronic/digital scans. Communicate effectively in writing and orally.

  • Maintain, organize, track status, and prioritize engineering documents (both physical and electronic records).

  • Participate in required meetings including weekly teleconferences and Work Definition Conferences with program stakeholders.

  • Comply with all Contract Deliverable Requirement List (CRDL) requirements.

Minimum Requirements:

  • Ten (10) years of industry-related experience (including Project Management, Logistics, Facilities, Maintenance, and Personnel Management).

  • Four (4) years of Project Management experience is required in the following Integrated Logistics Support (ILS) elements: Maintenance Planning, Supply Support, Computer Resources, Facilities, and Packaging/Handling/Transportation.

  • Ability to supervise complex maintenance availabilities for ships, boats, and craft ranging in size from 7-150 meters.

  • Naval shipbuilding and overhaul experience in a public or private shipyard environment, including experience in managing a large and diverse group of individuals ranging from professional to industrial worker.

  • Ability to work independently and in a team environment. Ability to work onsite and remote.

  • Ability to travel CONUS and OCONUS (up to 25%).

  • Travel may be required up to 10%.

  • Bachelor’s Degree

  • Foreign Military Sales experience

  • Industrial Management experience
